Joe Khamisi has a Bachelor's Degree in Mass Communication and Government from the University of Maryland - College Park. He has worked extensively in media and Government both in Kenya, the United States and Tanzania. He also served in the Kenya Government Foreign Service in Addis Ababa, Ethiopia; Paris, France; and Windhoek, Namibia.

Joe Khamisi contested and won the Bahari Constituency seat in 2002. He was a member of the House Committee on Health, Housing and Social Services, and served in both the Parliamentary Committee on the Constitution and the Parliamentary Select Committee investigating the murder of the former Kenya Foreign Minister Dr. Robert Ouko.
